新中国成立70年中小学教师培训政策的回顾与展望

摘要：

新中国成立70年来，中小学教师培训政策经历了探索与曲折发展时期(1949-1976年)、恢复与持续发展时期(1977-2009年)及巩固与创新时期(2010年至今)三个发展阶段，为中国社会发展和教育事业提供了强大的助力。在中小学教师培训政策的演进过程中，呈现出三大特点，即政策理念趋向人本化，政策目标趋向精准化，政策内容趋向丰富化。展望未来，我国中小学教师培训政策应坚持兴国必先强师的价值理念，保障教师培训的执行效能，完善教师培训质量监测机制，为全面深化新时代教师队伍建设助力。

Abstract：

Since 1949, primary and secondary school teacher training policies have generally gone through three phases:that of exploration and unsmooth development (1949-1976), that of recovery and sustainable development (1977-2009), and that of consolidation and innovation (2010-present). This has provided a powerful boost for Chinese social development and education. In this process, the changes of policies have three features:the idea tends to be more humanized, the goal precise and the content tends to be enriched. This paper discusses that China's teacher training policies adhere to the value that a strengthened teacher's team is premise of the nation's rejuvenation, the performance and quality of teacher training should be guaranteed, and the quality monitoring mechanism should be improved, so as to boost the comprehensive and deep construction of teacher team in the new era.
