主流学校还是特殊学校:近20年英国全纳教育进程中的政策导向与家长选择

Policy orientations and parental choices over mainstream or special schools in Britain in the past 20 years

摘要:

在英国,有特殊教育需要的儿童进入主流学校还是特殊学校始终饱受争议。近20年英国政府的教育政策一直主张有特殊教育需要的儿童进入主流学校学习。但政府的统计数据显示,仍有相当一部分有特殊教育需要儿童的家长选择让自己的孩子就读于特殊学校。政策导向与家长选择的不协调,一方面是由于政策不尽如人意,另一方面是由于主流学校教育还存在不少问题。在未来一段时间,特殊学校仍将在英国占有一席之地,而其命运也将取决于主流学校能否有效满足学生的不同需求。

Abstract:

In Britain, it remains controversial for children with special educational needs to enter mainstream or special schools. Education policies by British government have, for 20 years, advocated that such children enter mainstream schools. However, statistics shows that a considerable number of parents have their children sent to special schools. The inconsistency between policy orientation and parental choice is due to both unsatisfactory policies and problematic mainstream schools. In contrast, for special schools with a place in Britain so far, their destiny will rely on whether mainstream schools can effectively meet the needs of students.
