As the autonomous innovation is recognized as the core of the comprehensive national strength, the competence of the talents determines technological level of a nation. The writer of this paper argues that for the purpose of achieving a power house in the increasing tension of the global competition, China should enhance the innovative competence of talents. Specifically, an innovative entrepreneurship should be carried out, teaching practice strengthened, and a long-term mechanism secured.
