“一带一路”倡议下我国教育援外基地建设：进展、挑战与对策

Chinese educational aid worldwide under the belt and road initiative
摘要/Abstract
新世纪以来，为进一步推进教育援外工作的深入开展，教育部先后在全国不同区域选择了多所特色各异、优势不同的高校作为教育援外基地，这些基地在促进我国教育援外工作中发挥了积极作用，但也存在数量较少、区域和专业布局不合理、教师队伍不足等问题。“一带一路”背景下，我国教育援外基地建设要依托国内更为优势的教育资源，大幅新增教育援外基地；重新审视基地区域布局，大力建设国内基地，试点在海外建立建设教育援助基地；结合国内各类型高校的专业特色和优势，大力加强教育援外基地的专业覆盖度；采纳国际标准，借鉴发达国家教育援外方式的有益经验，确保基地提供高质量的“精准援外”；建立健全部门沟通机制与资源协调保障机制，各部门在统筹中精诚协作；做好对外宣传工作，在遵循国际通用规则的前提下发挥“中国特色”。
A number of Chinese higher education institutions have been selected nationwide for international educational aid. However, the writers of this paper argue that the belt and road initiatives enable China to play a better role by establishing educational bases of higher-level educational statures, developing domestic bases, enlarging the disciplinary coverage, adopting international standards, and encouraging domestic departments to enhance collaboration with the popular international partners.
