On the transformation of preschool education polices from late Qing dynasty to the Republic
摘要/Abstract
摘要：
清末和民国时期是我国近现代学前教育的肇始、转型和发展阶段，为现代中国学前教育奠定了重要基础。通过对清末和民国时期学前教育政策的制定环境、制定主体、制定目的及政策体系四个方面进行梳理，并对其进行比较分析，再现了学前教育政策制定、执行、演变和跃迁过程，揭示了学前教育政策的制定与经济社会发展的关系，总结了学前教育政策制定在这两个时期的根本性差异，对于学前教育领域具有重要的历史价值和现实意义。
Abstract：
The preschool education policies transformed through the late Qing dynasty and the Republic of China have laid foundation in modern China. This paper does a comparative study of the environment, subject, purpose and political system, in the hope of comprehending the formulation, implementation and transformation process of preschool education policies. Besides, it accounts of the relationship between educational policy and economic and social development.
