美国公立中小学教师薪酬改革政策研究

The reforms of salary for American public primary and secondary school teachers

摘要/Abstract

摘要:

美国是较早推行教师绩效工资制的国家之一,已经形成了相对成熟的理论和政策路线。纵观美国公立中小学教师薪酬改革政策变革历程,完备的法案体系支持、科学的绩效评估体系、差异化的方案设计、增量性的薪酬结构、多元化的发展主体和延伸性的激励措施,是重要的政策内容。完善的数据支持体系、政策软实力支持、教师产出评价标准的提取和建立、多元化的发展模式、教师的关注与支持,是中国深化中小学教师薪酬政策改革的重要借鉴经验。

Abstract:

The United States is one of the first countries to promote teachers performance in payment. Throughout the reforms of payment in American public primary and secondary school education, a legal support, scientific evaluation, differentiated designing, incremental compensation structure, diversified and extended incentives are all set up. The authors argue that Chinese educators should learn from the American experience.
