Confrontations of interests through the making of educational policies
摘要/Abstract
摘要：
当前,我国的利益群体和利益格局正在发生深刻变化,需要国家构建起有效的公共政策来统筹协调各方面利益关系。在公共政策制定中,既要有效防范被已有利益格局限制和束缚,又要特别防范占有优势社会资源和具有优势话语权的既得利益者操控公共政策的形成,确保公共政策的公平性和普惠性,这已成为迫切需要解决的重大课题。教育政策制定过程中也应遵循这一原则,合理平衡各方关系、协调各方利益。
Abstract：
Chinese interest parties or structures are undergoing a frantic change. This demands national policy for coordination. Therefore, it is argued that the public policies are made in a proper manner to prevent from limitations, bindings and monopoly, and ensure the fair and beneficial properties. This paper discusses the compilation of public policies, organization and coordination for differed parties, in order to find internal laws for the sake of scientific compilation of public policies.
