Traditional educational mode is dominated by a law school or a university of political science and law, but a new mode is expected to be related to synergetic innovation, involving collaborative development by different law schools, universities and institutions. Consequently, the higher education institutions should set up international interdisciplinary graduate programs, using the Internet to integrate global resources. Moreover, synergetic innovation should extend to the reform of judicial examinations.
