超编与缺人:农村中小学师资队伍建设面临的一大难题

Overstaff and shortage of teachers as a dilemma in rural primary and secondary schools
摘要/Abstract
"超编"与"缺人"是我国农村中小学师资队伍建设中面临的一大难题。"超编"可归因于教师编制标准不合理、人口波动使适龄学生数量下降、"在编不在岗"与"退出机制"缺乏等原因;"缺人"可归因为教师编制标准不合理、教职工结构失调、"在编不在岗"、"优秀者"进入不了、特殊历史阶段的师资来源等方面。"超编"与"缺人"的难题,可以同时从四个方面进行化解:一是改革现行的教师编制标准,让农村学校编制相对宽松;二是建构多元编制管理制度,让"在编不在岗"现象杜绝;三是实行"不合格教师"退出机制,让"不合格者"出得去,优秀人才进得来;四是坚持差别补偿原则,让优秀人才留得住。
The rural primary and secondary schools face overstaff and shortage of teachers.Overstaff is mainly attributed to the unreasonable quota management standards,changing numbers of school-aged children, position-job inadequacy and lack of dismissal system.The paper offers a proposal via four aspects:to reform the quota standards,construct multiple management,forbid the position-job inadequacy,and adhere in principles of compensation,and keep the best teachers.
