A review of Higher Education Pact 2020——German higher education expansion policy in the 21st century
摘要/Abstract
为了满足21世纪知识经济社会对更多高素质人才的需求,向更多的学生提供接受高等教育的机会,同时提升德国高校的科研实力,德国联邦政府与州政府于2007年共同出台了一项中长期发展规划——《高等教育协定2020》。此规划自实施以来已经取得了很大的成功,并且探索出一种在实现扩招的同时保证并提高教学质量与科研水平的发展模式。此外,政策出台的过程、对目标和内容的设计以及实施都体现出科学性的特点,堪称科学教育决策的一个典范。
In order to meet the demand for more skilled talents in the knowledge-based economy of the 21st century,enable students to study and enhance research capability,German federal and state governments jointly promulgate the Higher Education Pact 2020-a mid and long-term development plan for German higher education in 2007.This pact achieves a great success,and a developmental model for realizing the expansion,teaching quality and research performance.It is known as a scientific education policymaking model.
