英国大学内部治理模式的历史演进路径

A historical study of the internal governing model in British universities

摘要:

英国大学治理从产生起到目前为止,走过的历史路径大致可以分为三个阶段:单一的“专业人员治理”模式阶段,“专业人员治理”模式与“外行治理”模式并行阶段以及尝试“共同治理”模式阶段。各阶段模式的形成都有其背景原因,前两种与学校的出身有关,第三种与20世纪80年代撒切尔政府削减教育经费以及高等教育大众化和市场化的发展有关。英国大学治理模式的演进历程表明,英国人一直在探索治理大学的最佳模式,他们并不固守传统,而是因势利导适时创新。虽然我国大学所处的社会制度与英国不同,治理模式也当然会有差别,但英国正在探索的合作治理模式值得我们关注和借鉴。

Abstract:

The internal governance model of British universities is divided into three stages, i.e, governance by professionals, governance by laymen, and shared governance. The first two models have very close relations with the origin of the university, while the third is connected with the cutting of expenditures by Thatcher administration for the popularization of higher education. This paper highlights the British constant explorations of governing models of universities.
