Dilemma of tuition-free policy for the teacher university undergraduates

摘要：
免费师范生政策自2007年颁布实施以来,毁誉参半。究其原因,不外乎集中于大环境教育公平与否和小范围群体是否自由两点。免费师范生政策的提出,初衷在于解决中西部农村教师资源不足的问题,以促进教育走向区域均衡和相对公平。然而,作为政策的直接施予对象,免费师范生享受政府“优待”的同时,自由却受到限制,生存状况及成长堪忧。要调和这一两难的局面,达到公平与自由的双向成长,并最终使政策趋于完善,适当增加教育政策的弹性、尊重个体自由成为不二之选。
Abstract：
Since the tuition-free policy is implemented in 2007, it has been commented with both praises and blames. The key lies in whether it is fair in terms of educational environment, and whether the favored students enjoy freedom. The policy is initially aimed at supplying with teachers for rural education, and rendering of an equal education. Yet the students who enjoy the program feel restricted of freedom. Therefore, this paper discusses the probability of flexibility.
