On the population of children and educational policy on basis of the 6th national population census
摘要/Abstract
农村儿童发展问题依然是我国儿童发展事业中不可忽视的大多数.不同地区社会经济发展水平与儿童人口抚养比呈负相关, 多数省市儿童抚养比普遍高于老年人的抚养比, 欠发达地区的儿童养护与发展责任的负荷过大, 在缺乏外部政策支持与资源配置的情况下, 必然会导致儿童过早进入社会劳动就业.因此, 加大中央财政转移支付的力度, 提高儿童养护与发展相关公共经费支出在中央及各级地方财政支出中的比例, 进一步实施义务教育均衡发展战略, 推进农村儿童早期看护与教育的公共服务事业, 成为重要的政策选择.
Rural development remains a substantial issue for Chinese development of children, for the negative ratio of population versus social and economic development in varied regions, with the underdeveloped areas being even worse. This might lead to immature employment of the children if external support and resource distribution are unavailable. Hence, this paper argues for financial support, promotion of compulsory education, and pushing forward the cares and social welfare for the children.
