摘要/Abstract
摘要：
为进一步推进“双证书”制度的实施，需要基于师资水平、实训条件等，辩证思考职业学校的培养目标、可为与不可为；基于企业的性质与组织目标，辩证思考企业在职业教育中的应为与不应为；基于现代政府权力的有界性、市场经济的特点、职业资格的不同类别，辩证思考政府在推进"双证书"制度中的作为与不作为；基于"双证书"制度工学结合的本质，宜将该制度作为职业学校教育改革的指导思想，而非指挥棒。
Abstract：
Vocational colleges are committed to two certificates for students.However, the prerequisites include improving qualifications of teaching staffs, laboratory facilities in colleges, enhancing entrepreneurial obligations, and integrating governmental and market coordinations.The two certificates should act as a guidance for the vocational education reforms.
