摘要：
建设创新型国家离不开创新型人才。培养创新型人才关键在于培养其创新素质，创新思维是素质教育的灵魂。河北省在创新型人才队伍建设方面可谓喜忧参半。针对我省创新型人才培养和科技人才队伍建设现状，各级政府和相关部门应当采取积极措施，有的放矢。同时，省内各大高校在培养创新型人才、开展创新教育方面责无旁贷。
Abstract：
The building of an innovative country cannot be separated from the innovative talents, while the key to innovative education lies in the innovative quality.Regarding the advantages and disadvantages of innovative education in Hebei province, the paper proposes governmental measures.Meanwhile, colleges have responsibilities for innovative education.
