The water resource of Haihe Basin reducing day by day, but Human's waste, pollution and over exploitation in the process of development and utilization doubled the water resourse deficit, deteriorated the ecological environment,influenced the human 's life and industrial and agricultural production in the area. The limited water resourse has become the bottleneck and main restraineel factor, we must suit the remedy to the case, make effective measure to improve the environment , including laws and regulations, make overall planning, utilization reosonable, etc, do protection and construction well on water resourse,though stable the total of the reducing water resourse day by day.
