福建省协同创新绩效的时空演化与驱动机理

Research on Spatio-temporal Evolution of Collaborative Innovation Performance in Fujian Province

摘要/Abstract

摘要:

优化协同创新绩效对福建省实现创新驱动型发展至关重要.借鉴城市内部协同创新理论框架,采用网络数据包络分析法,测算2007—2019年福建省9个地级市“学转研”、“研转产”和整体绩效3种协同创新绩效及其空间演化规律;运用回归模型分析其影响因素,进而提出政策建议.结果表明:1)从时序演化上看,2007—2019年“学转研”绩效呈先扬后抑趋势,“研转产”绩效处于波动状态,整体绩效呈稳步上升趋势;2)从结构演化上看,研究期内“学转研”绩效从“橄榄球”型向“金字塔”型转变,“研转产”绩效在“金字塔”型和“橄榄球”型之间摆动;3)创新型城市作为绩效高地,通过涓滴作用向周边城市输送科研人才和科研成果,不断带动非创新型城市整体绩效的发展;4)产业结构和市场环境对“学转研”绩效分别产生负向和正向影响,产业结构、国外影响和基础建设对“研转产”和整体绩效均产生正向影响;5) 福建省未来应当继续优化产业结构,提高人才吸引力,强化基础设施建设对绩效提升的促进作用.

Abstract:

Optimizing collaborative innovation performance is essential for Fujian province to achieve innovation-driven development. Taking the theoretical framework of collaborative innovation within cities as refer-ence,this paper used network data envelopment analysis model to measure "learning to research" performance,"research to production" performance and the overall performance of collaborative innovation,explored their spatio-temporal evolution and influence factors of Fujian province by regression model from 2007 to 2019,and put forward corresponding policy recommendations. The conclusions are as follows:1) Chronologically,the "learning to research" performance of collaborative innovation in Fujian shows dynamic trend of increasing first,then decreasing slowly during the study period. The "research to production" performance of collaborative innovation fluctuates slowly,and the overall performance goes steadily up. 2) From the perspective of spatial evolution,the "learning to research" performance of collaborative innovation tends to change from "rugby" structure to "pyramid" structure in Fujian during the study period,while the "research to production" performance of collaborative innovation fluctuates between "pyramid" structure and "rugby" structure at city level. 3) As a performance highland,innovative city delivers scientific research talents and achievements to the surrounding cities through Spillover Effect,and constantly drives the development of overall performance of non-innovative cities. 4) Industrial structure has negative effects on "learning to research" performance,while market environment has positive effects on it. Industrial structure,foreign investment and infrastructure have positive and significant impact on "research to production" performance and the overall performance. 5) To further promote innovation performance in the future,Fujian ought to deepen the adjustment of industrial structure,attract more talents into local market while pay more attention to infrastructure construction.
