欠发达地区国家级新区发展产业甄别与政策选择——以兰州新区为例

Industrial Screening and Policy Choices for the Development of National New Districts in Underdeveloped Regions:Take Lanzhou New District as an Example

摘要/Abstract

摘要：

探索产业发展模式与产业升级转型路径是国家级新区所承担的重要任务.面对要素禀赋结构和经济发展水平具有显著差异的各新区产业同质化现象，运用新结构经济学所倡导的产业甄别与因势利导分析框架，基于兰州新区地理区位、自然资源、科技要素、人力资源等禀赋状况，分析其在产业发展中产业结构不合理、产业科技水平含量不高及产业之间互补性不足等主要问题，遴选出符合兰州新区自身要素禀赋状况的5类产业，在研究的基础上，为促进兰州新区产业引进与发展提出若干建议.

Abstract：

Exploring industrial development model and industrial upgrading and transformation path is an important task undertaken by national new districts.Faced the phenomenon of industry homogeneity in new districts with significant differences in factor endowment structure and economic development level,this paper uses industry identification and inductive analysis advocated by new structural economics to analyze the main problems of unreasonable industrial structure,low level of industrial science and technology and insufficient complementarity between industries in industrial development based on the endowment conditions of geographical location,natural resources,scientific and technological factors and human resource of Lanzhou new district.Five types of industries that conform to the endowment conditions of Lanzhou new district's own factors are selected.On the basis of research,some suggestions to promote the industrial introduction and development of Lanzhou new district are put forward.
