A survey of the problems and solutions of human resources and industrial patterns in Hebei
摘要/Abstract
随着知识经济时代的到来和中国成功加入WTO, 面对开放的国际环境、产业竞争的全球化和中国经济发展的新特点, 来自人才方面的压力比以往任何时期都显得更为紧迫, 这必然引起人才竞争的产业化和国际化, 进而推动产业结构的升级。以三次产业结构演变规律理论、新经济增长理论和知识经济理论为基础, 结合河北省经济产业结构的升级情况, 探究以此为背景对人才的需求结构所发生的变化以及两者之间紧密的联系。论证人力资源开发对产业升级进程的影响作用和发展趋势。针对河北省人才结构现状, 分析目前实施人才战略的优势和劣势, 并提出实施人才战略方面的政策性建议。
With the advent of the knowledge age, China's access to WTO, globalization, and the domestic economic features, the pressure of human resources grows ever intense. This is assumed to bring about the personnel industrialization and globalization in competition. So this paper focuses on a survey of the human resources and industrial patterns in Hebei Province, hence providing with the trouble-shooting solutions to the problems found.
