"执法为民"一词的恰当理解应是"执法为人"; 执法为民理念的基本要求是保障人权; 执法为民理念实现的根本途径是权力制约。
Abstract：
The paper claims that the proper reinterpretation of the government for the people is the government for the individuals, the fundamental conception is to see to the human rights, and the approach is the regulation of the power.
