摘要：
清末警察在直隶、北京等地的社会文化变迁中扮演了复杂的角色。清末警察既是近代社会政治文化变迁的表征,又是近代城市文明的构件,同时也影响并引导着近代城市文明的发展。此外他们还通过开警智、开民智等方式积极投入到清末下层社会的启蒙运动中,对于文化知识的普及和近代文明的扩散起到了一定的积极作用。清末直隶、京师等地警政中也存在许多弊端,这些弊端产生的原因包括诸种复杂的内外因素。
Abstract：
By the end of the Qing Dynasty, the police in the capital and other municipal cities act a very complicated role in the social and cultural changes. For police are symbolic of the changes, as well as the modern urban civilizations. Furthermore, their enlightenments with the grassroots communities do help with the dissemination of literacy of the late Qing. However, there are quite a few internal and external complications in the police administration in both the capital and municipal cities.
