科学发展观的提出,不仅是改革开放实践发展的需要,也是新一届中央领导集体理论创新的体现。科学发展观的内涵博大精深,其指导意义深远。以人为本的提出,实现了党的执政理念的发展和升华。
Abstract：
The new hypothesis of the scientific development does not only meet the demand of the opening and reforming policies, but it speaks for the theoretical creativity of the new leadership of the CPC as well. The scientific development is far-reaching and meaningful to the man-based development, and it reflects the progress of the developmental concept of the new leadership.
