As the system of marketing economy comes into being in China, the administrative divisions have gradually disclosed their deficiencies. It has become, therefore, an increasingly obvious tendency to perform a reform on the current division policy. The writer of the paper proposes that smaller counties or tiny townships be merged or withdrawn, a province -centered county system be enforced with more provin - cial administrative units. This is for the sake of reducing the administrative costs, improving administrative efficiency, and enabling the administration to be legalized.
