Under the new circumstances, the non -state-owned businesses of Hebei Province are faced with even more competitive pressures from both at home and abroad. However, owing to new policies the non-state-owned businesses are believed to attract more foreign investment, for these businesses will gradu- ally change their ownership system into that of technology. More of the investors are young but with better education. Firms are mini-sized so as to be of flexibility. And they tend to be more integrated with more modernized technology. It is our belief that most of them will turn to be more competent, to play a major role in the businesses of Hebei Province.
