A strategic approach to employment in Hebei Province
摘要/Abstract
就业是民生之本,扩大就业是我国当前和今后长期重大而艰巨的任务。目前,河北省面临着巨大的就业压力,就业矛盾十分突出,形势不容乐观。需要认清就业现状,把握就业变动趋势,采取以市场为导向,实施就业增长优先的发展战略,通过大力发展经济,广开就业门路,创造新的就业岗位依托完善的统计指标体系,通过放松政府管制,为再就业提供政策支持通过转变就业观念,推行灵活多样的就业形式,鼓励自谋职业和自主创业通过完善就业培训和服务体系,提高劳动者就业技能等多种措施来化解就业压力,促进就业和经济的协调增长。
Hebei Province has seen economic growth besides employment pressure since the open policy. Unemployment cannot perish, but it is assumed possible to keep the unemployment rate under the natural rate in Hebei Province. As far as the strategic remedy is concerned, there are such potentialities or resolutions as the demand of labor force, creation of the employment opportunities, relief of the governmental restriction, transforming of the employment concept, enhancing the diversity of employment, and training the labor force.
