On the official-merchant interrelationship——The relationship between Zhou Xuexi's Qixin Cement Plant and Yuan Shikai's New Republic

摘要：
近世中国沉沦的历程,也是中国逐步走向近代化的过程,而能否正确处理推动近代化进程最有力的两根杠杆———官与商的关系,则直接关系到近代化的成败。周学熙创办的启新洋灰公司在这方面提供了成功的范例。
Abstract：
The so-called sinking history of Modern China may be considered as a prelude to the modernized Chinese civilization. This paper is to argue for the governmental-commercial relationship to be so decisive a factor that determines immediately the success of the modernization progress. As a support, the Qixin Cement Plant opened by Zhou Xuexi has served as a good example of successful alliance.
