摘要：
实践基础上的理论创新是社会发展和变革的先导。十三届四中全会以来,我国的“三农”工作取得的巨大成绩,是第三代领导集体在继承前两代领导人理论成果的基础上,不断进行理论创新的实践结晶。这种理论创新涵盖了指导思想、战略全局、奋斗目标、实现方针、基本政策以及一系列具体战略措施等方面。总结分析这种理论创新对我们今后的“三农”工作有着重要的理论和实践意义.
Abstract：
The theoretical creativity based on the practice always initiates the social development and change. Since the 4th Plenary of 13th CPC Congress Conference, the leadership has created the assumption of the three agriculture-based issues on basis of practices. Hence, a great progress has been made. The theory covers a series of principles with guidelines, strategies, objectives, and basic policies. It is important for us to analyze the theory for the sake of dealing with the three agriculture-based issues in the future.
