On the characteristics of American bipartisan system
摘要/Abstract
美国和英国是实行两党制的典型国家。但是,美国实行总统制,英国等西方国家实行责任内阁制。美国的两党制与英国等国的两党制相比较,有着许多特点。这些特点主要是:(1)以争夺总统职位为主要目标;(2)不存在执政党与在野党的严格区分;(3)意识形态色彩淡薄,两党均走中间路线;(4)政党领袖的权力和地位微弱;(5)组织松散,党权分散,党内凝聚力差。
Both America and Britain practise bipartisan system. But America's is presidential system while Britain's is cabinet system. Compared with British bipartisan system, America's has the following features: ①The main aim is to attain presidency.②There is no distinct difference between the party in office and the party not in office.③Both parties follow middle- of- the- road line and the ideology is paid little attention to. ④The power of the party leaders is not strong. ⑤The party organization is loose and the cohesive force is rather weak.
