摘要：
河北省养老保险省级统筹需解决养老保险统筹层次问题,省级统筹调剂金上解问题和如何完善省级统筹制度问题等,而目前省级统筹实行统收统支和分级征收及上解调剂金的两种基金运作模式均各有优劣,还需进一步完善
Abstract：
The endowment insurance structure should be built up and the system of comprehensive arrangement should be improved in Hebei Province's comprehensive arrangement of endowment insurance.The curent unified government control over income and expenditure and the classified system of raizing funds have advantages as well as disadvantages and both should be further improved.
