Editor’s planning is an effective means to improve the quality of journalssponsored by the institutions of higher learning. Judging from the result out of investigation,it can be said there has been so far　no editor’s planning in its real sense. The reason are as follows. First, the editors are not fully qualified for　their jobs and they are not fully conciousof the importance of planning. Second, the journals are restricted by the school curriculum,the policies concerned,and the management of the journals. Some ways and means to solve these problem have been put forward.
