Governmental functions and roles of the social administration
摘要/Abstract
摘要：
就社会管理而言,政府职能的确定和角色调适,主要取决于社会发展状况、政府理念及制度环境。因此,依据经济社会发展水平及其阶段性特征,正确认识、科学设定、及时调整政府的社会管理职能和角色,对不同社会领域和社会事务采取有所为有所不为和区别对待的方针,逐步构建政府与社会共同治理和良性互动的法治化、常态化社会管理体制及其运行机制,是目前我国社会建设和社会管理的主要着力点。
Abstract：
In social administration, governmental functions and roles mainly depend upon social development, governmental conception and institutional environment. Hence, the governmental functions and social administration can be properly and scientifically justified and adapted in accordance with social development, and different policies can be appealed to different social fields. The jointly administration and beneficiary cycle helps with the rule by law, and social construction in China.
