Qualities of the relief workers in the early of the nationalist government（1927-37）

摘要：
国民政府时期救灾办赈人员,上自中央,下至地方,成员复杂,良莠不齐,其中不乏不辞劳苦为灾民奔波的上层官员和慈善家,但更多的却是具体基层办赈人员的贪污横行和冷漠无情。时人对救灾办赈人员素质的要求主要着眼于道德而非技术层面,监督的方式主要是软性的内心自我反省而非刚性的制度性监督。镜鉴历史,我们需要加大对基层具体救灾办赈人员素质的培训整合,提高救灾办赈人员的技术素质,从法律上规范对救灾办赈人员失职渎职的制度监督。
Abstract：
The relief workers of the nationalist government vary immensely, with some being excellent high rank officials, and others being corrupt and callous. This is due to the judgment of rescuers by morals rather than technics. Besides, the monitoring is the inner self-reflection rather than the rigid supervision. Therefore, the concerned organizations are urged to strengthen the qualities of relief workers and the technical training.
