On the success or failure of Ship Busines Soliciting Bureau managed by the late Qing government
摘要/Abstract
近代中国的航运业是被迫开放的最早行业之一,也正是在这个行业,清政府比较成功地利用了资本主义国家资本输出在客观上提供的有利条件,借鉴了先进的生产工具和经营管理方式,创办了中国第一个民用企业轮船招商局。招商局从成立伊始就是作为外资航运业的对立面出现的。在洋务派的扶持和保护下,轮船招商局采取切实可行的措施,努力扩充自己的力量,积极参与国际竞争,并取得了一定的成绩。但封建的清政府终究不能使它在竞争中取得彻底的胜利。
Modern Chinese shipping trade is one of the earliest trades which was forced to open to the outside world,and it is in this trade that Qing government succeeded in making use of the advantage of the favorable conditions provided by the capital outputs from the t hen capitalist countries,taking for reference the advanced production tools and management,and establishing Ship Business Soliciti ng Bureau,the fir Chinese civil enterprise.The Bureau had appeared as the rival to the foreign shipping trade ever since its establishment.With the support and protection of the Qing bureaucrats w ho w ere for w esternization movement,t he Bureau took some flexible measures,tried to increase its strength,actively participated in the internat ional competition,and made some achievement s in t he end.How ever,the feudal Qing government could by no means make the Bureau win a complete victory in the tough competition.
