On socialist eguitableness
摘要/Abstract
公平与效率的矛盾被经济学家们称为是一对“永恒的矛盾”。改革开放二十年来,我国反映社会分配公平状况的基尼系数指标从 70年代末的 0.2左右达到今天的 0.4～ 0.5之间,国民个人收入贫富差距明显拉大。目前对这一问题有各种论述,可谓见仁见智。但是,有一个流行的说法大家都在用,即社会主义市场经济条件下调节个人收入的一个重要的原则是“效率优先、兼顾公平”。这一原则的本意是为提高效率,鼓励一部分人先富,同时坚持共同富裕的方向。然而,“效率优先、兼顾公平”这一表述是不准确的,其中的概念是经不起推敲的。应该站在马克思主义的立场上,运用历史唯物主义的观点认识和分析这个问题。
The contradiction between equitableness and efficiency is called by economists as eternal contradiction.Ever since the implementation of reform and open policy,the income disparity has been getting more and more apparent,on which different people have different opinions.There is a commonly accepted view,namely, “efficiency comes first while equitabeness is given due consideration to”,which has been regarded as an important principle to adjust personal income disparity under the circumstances of socialist market economy.This principle has intended to let some of the people to become rich first while adhering to common prosperity.However,the concept as expressed by this principle does not hold water.We must reconsider and analyse it with Marxist viewpoint.
