摘要：
北洋时期首次大规模的经济立法,对资本主义经济关系中的主要领域都有涉及,尽管有的法规不完整,但却有一定历史意义.主持这一活动的新任农工商部总长张謇,在立法过程中贯彻了他本人及他代表的民族资本家阶层的经济主张.
Abstract：
The first econmic legislation during the Northern Warlords Period touched upon the major aspects of the capitalist economic relationship.Though for from adequate,it is of historic significance.Zhang Jian,the then minister of agriculture,industry and commerce,who took the charge of the work,carried out the intention of his own as well as the national capitalists he represented in the process of legislation.
