权利是构建人类社会文明制度的脊梁。解决权利冲突在于寻求和谐平衡点,化解权力与权利的危机则在于守住权利优位的底线。
Abstract：
While the right is the key to the construction of a system of social civilizations,it is also the bottom line on which people seek a harmonious balance of power and right,and thus dissolve the crisis over power and right.
