The legislation of the recycle economy act revisited
摘要/Abstract
摘要：
通过法律手段推进循环经济发展无疑是正确的,但当前国内对循环经济的立法研究和实践积累都不足以促成《循环经济促进法》的生成,国外可供借鉴的相关立法也并不丰富,且制定《循环经济促进法》又难免与现行立法内容多有竞合。因此制定《循环经济促进法》基本法的条件并不成熟,而转换思路,从各个立法层次分别去贯彻循环经济理念则不失为当前更好的选择。
Abstract：
While the paper claims that it is right to advance the work of recycle economy by means of legislation,there are not enough practical experiences and researches on recycle economy in support of the potential act.Hence it may as well be constructive to cherish the idea of recycle economy,and to have it carried out at different preparatory levels of legislation.
