On the supplements of the impingement liabilities

摘要：
侵权补充责任作为一种新类型的侵权责任形态,它的含义包括以下两个要点:1.程序意义的补充,补充责任的顺序是第二位的；2.实体意义的补充,补充责任人承担的赔偿责任是第二顺序的责任。
Abstract：
The supplement of the impingement liabilities is a new form of impingement liabilities,which comprises 1.the supplement of the procedural priorities over the order of the liabilities,and 2.the complement of subject obligations over the order of the subjects for the compensation liabilities.
