On the basic conceptions of the rule by law
摘要/Abstract
摘要：
提出依法执政是执政党从治国方略的高度,从法治的层面上解决领导方式和执政方式问题的重大举措。实现依法执政,首先要确立一些基础观念,只有树立、增强了依法执政的基础观念,才可能全面提高执政党的依法执政观念,增强依法执政能力。这些基础观念包括:执政观、合法观、人权观、合作观和稳定观。
Abstract：
Chinese central government has given priority to the rule by law as the way of administration and leadership of both the Party and the state.However, the execution depends upon the basic conceptions which,in turn,enable the leaderships to improve their values and competence of administration.The conceptions comprise the values of administration,legitimacy,human right,cooperation,and stability.
