The background and political conditions of Hu Linyi as governor of Hubei
摘要/Abstract
摘要：
胡林翼出任湖北巡抚,成为湘系人物中最早有真正施政条件的疆吏大员。这是当时清廷对新兴湘系势力既利用又限制、既予又夺的两重性态度和政策的产物。它既与特定的客观背景因素密切关联,又离不开胡林翼个人的“相宜”条件。此事的政象要旨和标志性意义在于,它可以视为湘系势力崛起过程中一个划阶段的界标,标志湘系势力由基本单一的军事力量过渡到分掌清朝省级政权,部分地实现了军权和地方事权的一体化,满足了湘系势力赖以维持、巩固和发展的一个最急需、最关键、也是最起码的条件,并且使胡林翼在实力地位方面于此特定阶段一度超越了曾国藩。
Abstract：
As Hu Linyi serves as the governor of Hubei,it reveals the political duality of utility and restriction the Qing rulers have for the Hunan officials,which is further related to the social factors and Hu's own background and political conditions.The symbolic meaning is that the Hunan officials have thus expanded their power from the royal army alone to the provincial levels.This enables Hu Linyi to overtake Zeng Guofan in effect.
