A strategic study of the NPO in relation to financing services
摘要/Abstract
摘要：
针对目前我国各地财政支持NPO参与公共服务运行机制存在的主要问题,提出完善财政支持NPO机制的五项对策:(一)合理确定目前财政支持NPO参与的重点领域;(二)切实保证公共财政资源;(三)积极推行财政支持NPO的"合同制"模式;(四)采取科学而规范的财政支持NPO的具体程序;(五)建立财政支持NPO机制的法律规范体系。
Abstract：
This study concerns the participation of NGO in financing services with the support of the Chinese financial departments and proposes five strategies.（1）Identification of public service areas in which NPO can be involved;（2）Ensuring public financial resources;（3）Employing the contract mode of financial support;（4）Taking scientific and standardized financial support;（5）Establishing a legal system of financial support of NPO.
