A systematic analysis of the sustainable construction of common commodities
摘要/Abstract
伴随着人民生活水平的提高和政府职能的转变,公共产品消费占全社会消费的比重越来越大,因此,有必要将其纳入可持续消费的制度框架加以考量。即,在公共产品消费过程中,也必须遵循可持续消费原则,做到适度消费、公平消费、节约消费。但是,现实经济生活中由于制度原因,导致公共产品非持续消费现象普遍存在,其主要表现是:政府在公共物品消费方面存在着严重的浪费现象；不同消费群体之间在公共服务和公共资源的消费方面存在着非公平现象；公共产品消费不足和消费过度同时并存。解决这些问题的思路在于加强制度建设,包括建立公共财政支出管理制度、公共资源配置公众参与制度、公共产品供给多元化制度等。
With the bettering of the standard of living and transfer of the governmental functions,the consumption of common commodities plays an increasing role in the social consumption.Hence the writer argues that it should be elevated to the framework of the system of sustainable consumption,namely,the consumption is to be sustainable,moderate,fair,and limited.The paper also lashes the governmental extravagance,unfair and excessive consumption of the public resources.
