Letters and visits as a means of compromising social contradictions——A case study of the ten years of socialist construction
摘要/Abstract
在十年社会主义建设探索时期,大量的信访集中反映了人民公社管理制度、粮食短缺问题,调整精简工作和领导干部的工作作风问题。通过分析大量的信访案例,探讨了信访工作对于化解社会主义建设探索时期的社会矛盾,改善民生所起的重要作用。同时也说明信访工作是钝化人民内部矛盾的重要渠道,是促进稳定与发展的重要保证,是社会主义和谐社会建设的重要环节。在正确和错误两种发展趋向交错并存的十年,尽管信访部门在解决具体问题方面做了大量工作,但是,难以从总体上改变党和国家在指导方针上的“左”倾错误。
During the ten years of socialist construction,a large number of letters and visits reflect the problems of food shortage,and management of the people's communes,and they help with compromise of the social contradictions then.Meanwhile,letters and visits serve as a channel to blunt the internal contradictions,maintain the social stability and development,and ensure the construction of social harmony.So the departments dealing letters and visits for complaints handle a huge quantity of work,but it is hard to dodge the leftist trends in the governmental or party policies.
