On relief of the unemployed in Beijing during 1949-1952
摘要/Abstract
摘要：
1949-1952年北京市的失业救助是当时中国社会救助的典型例子。从中可以了解那个时期社会救助行政体制和政策措施的得失。通过对北京市失业救助的考察可以看到,1949-1952年中国失业救助行政体制的建构有利于社会救助的综合治理,以工代赈、转业训练等救助措施基本是积极可行的。总体上看,政府在社会救助中充分发挥了主导作用,对今天的社会救助有重要启示。
Abstract：
The relief of the unemployed in Beijing during 1949-1952 is a known case of social aid,where the social relief system can be evaluated.Likewise,it is considered helpful and positive for the comprehensive management of social relief to find jobs or provide with trainings for the newly employed.As a whole,governments play a dominant role,which is quite significant even for current social reliefs.
