摘要/Abstract
河北省投资环境现状和面临的问题主要是政府效率有待提高,融资困难,中介组织不规范,企业税负过重,政府的服务和支持力度不够,人文环境和生态环境差强人意等等,产生这些问题的原因主要在于政府职能转变相对滞后,行政管理存在体制性障碍,没有树立为企业服务的思想,市场发育不成熟等。因此要改变现状应从以下方面着手:1.进一步增强服务意识,打造高效廉洁的政务环境;2.营造宽松的经营环境;3.营造公平有序的市场环境;4.重视人文环境和生态环境建设等。
It is found out that the major problems in the investment environment in Hebei province are governmental inefficiency,difficult financing,intermediary confusion,business over-taxes,insufficient governmental supports,and less satisfactory humane and ecological environments,which result directly from the backward governmental services for businesses.Proposals are made to change the status quo: 1.establishment of efficient and corruption-resistent governmental environment with the improved sense of service;2.construction of relaxing and loose business environment;3.building up a marketing environment of equality and order;and 4.improvement of humane and ecological environments.
