摘要：
社会客观需求推动着现代西方政府发展。现代西方政府发展沿着从执行、管理走向服务的基本理路不断推进,实现了政府发展理念扬弃,完善了政府的能力建构,促进了政府与社会良性互动关系的逐步形成。厘清现代西方政府发展的基本理路,对于推动中国特色服务型政府的建设具有重要的借鉴意义。
Abstract：
The social demand helps with the development of the western modern government which grows from execution and management to service.Governmental conceptions are thus optimized,competence strengthened,and beneficent governmental-social interactive relation improved.This is considered significant for the construction of China specific service-typed governments.
