A legal account of the three top priorities in judicial procedures
摘要/Abstract
摘要：
所谓“三个至上”就是指司法工作要始终坚持党的事业至上、人民利益至上、宪法法律至上。这是2007年12月26日胡锦涛同志在全国政法工作会议上对我国司法工作提出的新要求。“三个至上”理论既是对我国具体国情的科学总结,也是民主法治思想在中国的新发展。它的提出既有着客观的社会背景也有着深厚的法理基础。在“三个至上“中,党的事业至上是核心,人民事业至上是根本归宿,宪法法律至上是保障,三者不可偏废。
Abstract：
The three top priorities refer to requests by Hu Jintao on December 26,2007 for law workers to put the Party's cause,people's benefit,and constitution on the top priorities.They are regarded as fit for China in both theory and practical development in the field of democratic and legal work,while the Party's cause is the nucleus,people's benefit ultimate objective,and constitution the guarantor.
