The rule of law is the institutional guarantee for its realization. The historical experience drawn from China’s centurylong practice in its revolution, construction and reform is the unity of the leadership of the Party, the people’s mastery of their country, and the lawbased governance.” In the new journey to achieve the Second Centenary Goal, it is an important part of the Chinese modernization to build a socialist system of the rule of law with Chinese characteristics. At the same time, it is necessary to promote the wholeprocess people’s democracy with the rule of law, to guarantee that the people have a share in the benefit of modernization with the rule of law, and to achieve the Party’s selfrevolution with the rulebased governance of the Party, all of which safeguard the Chinese path to modernization.
