The disappearance of small holding and owner-occupier of England had been deplored by historians and social reformers. Giving agricultural laborers an allotment to improve their lives and morality had been a long-standing practice. Under the new historical conditions at the end of the 19th century, agricultural laborers were encouraged to keep small holding by assigning them an allotment, which brought the past back to reality. This showed that the large-scale land ownership and agricultural production prevailing since the enclosure movement were not always beneficial. The issue of the type or unit of the agricultural holding was not really solved, it was subject to the change of market conditions.
