On the adaptation of national laws and laws for ethnic minorities

摘要：
法律起源于习惯法,古今中外的法律中都有习惯法的痕迹。少数民族习惯法是少数民族地区人人信守的法律,它在维护民族地区社会秩序方面有着不可替代的作用。当反映现代城市文明的超前的国家法进入民族地区时,必须慢慢渗透。习惯法不一定落后,法律也绝非一成不变,它们都要随时代的变化而变化。在历史发展的每一阶段,国家法都要与民族习惯法做好相应的调整,以寻求适合民族地区经济快速发展、居民安居乐业、社会繁荣稳定的法律。
Abstract：
Laws originate in customs,and global laws have traces of customs.A customary law in ethnic minority areas is that everyone abides by law,and social order.It takes time for the advanced modern urban laws to be applied in the minority areas.Customary law is not necessarily backward,nor is a law static.At every stage of historical development,a national law needs adjustments to suit the rapid economic development,standard of living,prosperity and stability in minority areas.
